The FCC wants to know whether its satellite communications rules fit drones. The question is part of its “Space Modernization for the 21st Century” proceeding, and no specific new rules have been proposed yet.
The FCC says drones can already use some satellite services under existing rules, because a drone linked to an authorized satellite system can count as an Earth Station in Motion. Simpler rules could make satellite links easier for long-range flights beyond cell coverage. Any FCC change covers radio rules only, so FAA approval for flights such as BVLOS would still be needed. Initial comments are due November 25, 2026, and reply comments December 28, 2026.
